My choice of the term "state transformationrather than "state building" is a conscious one. The trajectory of these changes was often not "Europeanized" enough to fit the notions of state making or state building referred to in the literature-indeed, particularly in the Qing and Ottoman cases these periods have often been seen as part of long-term processes of imperial decay - so I prefer the more neutral term "state transformation."
