K. A. Müller (Phil. Mag. Lett. 82, 270 (2002)) has suggested that the superconductivity is in the cuprate planes and is d-like at the surface but s-like in the bulk. Such a change of symmetry from d to s may be difficult to achieve in the third layer below the surface, which is rather bulk-like.
