We assume the ratio of the two frequencies to be irrational, so that only one frequency at the time can be resonant. In effect, even for rational ratios of the two frequencies, the presence of a fractionary resonance of the second frequence does only introduce wiggles on the pendulum phase space curve.

In principle, a second explanation is possible: at high scaled frequencies the noise is more effective at lowering the ionization threshold than at lower scaled frequencies (see the points at different background noise in Fig. 1 from Ref. [20]); in a private communication one of the authors of Ref. [20] (A. Buchleitner) exluded this explanation citing the very careful control of noise in the experiment.
