The conclusions of this piece are limited to Quebec. Because social legislation was mainly the responsibility of the provinces, they are the logical units of analysis. Even the Department of National Health and Welfare had to rely on provincial schooling authorities and welfare agencies to implement the program of federal family allowances; for this reason it chose to base its work in regional offices located in the capital of each province.
