    • Even Clark, who explicitly questions the relevance of this dichotomy to the issue of legitimacy, accepts that politics involves both the assertion of and challenge to authority. In other words, as he himself makes clear, both institutional rule-making and conceptions of rightful membership, the two aspects of legitimacy that he focuses on, are subject to political contestation and resistance. For example, the efforts of states to develop rule-making procedures within multilateral institutions has met with opposition from both state and non-state actors such as the case of the NIEO of the early 1970s or current efforts of Third World states to get the WTO to make concessions on a variety of fronts. Furthermore, the construction of morally agreed conceptions of political community has also generated resistance from excluded groups (indigenous peoples' movements, feminist human rights activism, women's reproductive rights movements, gay and lesbian movements, animal liberation movements). Thus, while the language of 'governance' and 'resistance' and its associated literature may be problematic for Clark, it seems clear that the 'politics of legitimacy' as he terms it cannot be understood outside the context of power relations and forms of resistance against them.

A second alliance of mainly African states tried to get the issue of subsidies for cotton trade on the agenda. Rather than accept the terms set to them, these states refused to negotiate when their concerns were not acknowledged in the draft text. The talks ended early when the Chairman of the meeting declared that no compromise was possible.
