The Russian Federation originally allowed former Soviet citizens to declare Russian citizenship by 6 February 1995. After that date, those who had not chosen Russian citizenship or acquired citizenship in their country of residence would have been stateless. In late 1994, Russian president Boris Yeltsin extended the period during which Russian citizenship could be claimed by "several years." RFE/RL Daily Report, 28 November 1994 (Internet).
