No proof exists that such a Vlasov self-consistent distribution can or cannot be constructed. A self-consistent distribution of this form would not necessarily imply an equilibrium. For example, in a periodic lattice, n(p) could change in form from period to period. Some authors (see, for example, Ref. [48]) have assumed constructs where n(p) maintains self-similar form in a periodic lattice. However, such assumptions are implausible under the Vlasov evolution.
