The nitrogen surplus (per hectare) is the amount of nitrogen (per hectare) left on the farm during a production year. The input of nitrogen includes the purchase of fertiliser, organic manure, feed and (young) animals. The output of nitrogen includes livestock, livestock products (milk) and crop products sold, as well as animal manure that is transported and being applied elsewhere. The nitrogen surplus is assessed by means of an accounting scheme registering nitrogen entering (input) and leaving (output) the farm and accounting for the maximum admissible application on the farm's acreage. N application was calculated indirectly on basis of the phosphorus content in manure and a fixed N:P ration of 2:1 [4]. In addition to the cost of disposal a farmer would incur a surplus fee. This fee was DFL 0.25 per kg of phosphate for every kg of phosphate over 125 kg per ha and DFL 0.50 per kg for the surplus over 200 kg per hectare. This fee was imposed to finance the 'national manure bank', an institution responsible for promotion and coordination of efficient transport of manure surpluses.
