Modelling library materials expenditure: Initial experiments at arizona state university
-
January, states that "allocation formulas seek to control selection by constraining development with limits on growth, with the constraints being thought to relate in some way to collection development policy." However, it could be argued that any allocation, no matter how derived, acts as a constraint. At Arizona State at the time of Brownson's writing, there were sufficient funds to provide for "core materials" through approval plans, blanket orders, subscriptions, and other "non-discretionary" items "too essential to risk" through what Brownson considers imperfect allocation plans

Charles W. Brownson, "Modelling Library Materials Expenditure: Initial Experiments at Arizona State University," Libranj Resources and Technical Services 35 (January 1991): 93 states that "allocation formulas seek to control selection by constraining development with limits on growth, with the constraints being thought to relate in some way to collection development policy." However, it could be argued that any allocation, no matter how derived, acts as a constraint. At Arizona State at the time of Brownson's writing, there were sufficient funds to provide for "core materials" through approval plans, blanket orders, subscriptions, and other "non-discretionary" items "too essential to risk" through what Brownson considers imperfect allocation plans.

Interestingly, in their survey of acquisitions allocation practices, specifically asked whether libraries used an allocation formula. They found that of 129 libraries responding affirmatively, 100 (77.5 percent) indicated they are pleased with this means of allocation, and 105 (85.4 percent) stated that, to the best of their knowledge, the faculty is pleased with the formula.

Interestingly, John M. Budd and Kay Adams, in their 1987 survey of acquisitions allocation practices, specifically asked whether libraries used an allocation formula. They found that of 129 libraries responding affirmatively, 100 (77.5 percent) indicated they are pleased with this means of allocation, and 105 (85.4 percent) stated that, to the best of their knowledge, the faculty is pleased with the formula.
