    • We estimated outpatient pharmacy spending for 1995-1998 based on the CDR figures. First we assumed that the proportion was fixed at the average proportion in the PBM data for 1999-2000 (16 percent). An alternative was to fix it at the 1999 proportion (15.9 percent). A third method used the change between the 1999 and 2000 proportions to extrapolate backward to 1995. The three methods produced similar results. The data reported in Exhibit 1 correspond to the assumption of a fixed 15.9 percent proportion each year.
