34. This finding appears to go against Guillén's findings that alternation of power at the municipal level increases the probability of reform. See Guillén, Gobiernos Municipales en México, p. 131. However, this apparent discrepancy can be reconciled by the fact that Guillén has in view all types of municipal reforms, whereas I am limiting this claim to the area of transfer of public services. Municipal reforms, broadly speaking, do appear to advance more in opposition municipalities when municipal officials can implement those reforms unilaterally; that is, avoiding the veto point exercised by the state governments.
