This article was written into the draft Basic Law after British-ruled Hong Kong became the scene of huge rallies protesting the June 1989 shooting of prodemocracy demonstrators in Beijing's Tiananmen Square; plainly, PRC authorities were worried by the prospect of any more such activities.
