Third World
-
New York: St. Martin's Press
-
In defining "Third World," this study accepts Mohammed Ayoob's analysis in Conflict and Intervention in the Third World (New York: St. Martin's Press, 1980). He states "that the Third World concept encompasses in its totality the feeling of deprivation, both in terms of the recent past and the current situation, among a large section of the world's population vis-à-vis the privileged few. What binds the Third World together in an emotional and psychological sense is the perception of having been on the receiving end for the last 300 to 400 years, at the receiving end economically, militarily, politically, and above all technologically" (p. 241).

The literature on the causes of nuclear proliferation is quite extensive, and yet it continues to face problems in identifying the real causes for why countries pursue nuclear weapons. For the early debate, see Christoph Bentram, ed., Nuclear Proliferation in the 1980s: Perspectives and Proposals (New York: St. Martin's Press, 1982), pp. 27-41; Steve Chan, "Incentives for Nuclear Proliferation: The Case of International Pariahs," Journal of Strategic Studies 3 (May 1980): pp. 26-53; Lewis Dunn, Controlling the Bomb: Nuclear Proliferation in the 1980s (New Haven: Yale University Press, 1982); Ashok Kapur, "Nuclear Proliferation in the 1980s," International Journal 36 (Summer 1981): pp. 535-55; and Ashok Kapur, International Nuclear Proliferation: Multilateral Diplomacy and Regional Aspects (New York: Praeger, 1979).

Why States Go - and Don't Go - Nuclear

Why Third World states do and do not go nuclear dominates the non-proliferation literature. The debate developed in earnest in the mid-1970s and reached its peak in the late 1980s. One could argue compellingly that South Korea signed both the NPT and IAEA treaties to maintain the integrity of the U.S.-ROK security treaty in the face of American pressure, while maintaining its option to secretly pursue nuclear weapons. At the same time, the use of American pressure on states without a bilateral security treaty can be a long-drawn-out process, witness the Brazilian example. See Wolf Grabendorff, "Brazil," in Harald Muller, ed., A European Non-Proliferation Policy: Prospects and Problems (Oxford: Clarendon Press, 1987).

Nuclear Credibility Gap

The status of Japan's nuclear weapons program is shrouded in mystery. The question which experts are concerned with is whether or not Japan's nuclear weapons program is alive or dormant. The status of Japan's nuclear weapons program is shrouded in mystery. The question which experts are concerned with is whether or not Japan's nuclear weapons program is alive or dormant. The Nuclear Deal with North Korea: Is the Glass Half Empty or Half Full?

The pursuit of nuclear weapons by North Korea dominates the Northeast Asian security literature, while South Korea's historical interest in nuclear weapons is rarely addressed. See Kathleen C. U.S. Policy Towards the Korean Peninsula

Some analysts have argued that American foreign security policy towards the Korean Peninsula has been mediocre and yielded few positive foreign policy results. South Korean AntiAmericanism

The growth of anti-Americanism in South Korea is related both to Korean nationalism and the rise of South Korea's economic and financial power. This study has argued that South Korea's nuclear policy was a direct expression of these powerful socio-economic forces.
