The concept of the media collectively functioning as a marketplace of ideas can be traced to 17th-century English poet John Milton who argued in a political pamphlet Areopagitica that a free and open exchange of ideas was the surest way of testing the truthfulness of competing claims. In Milton's day, Parliament was conducted in secret, political dissenters risked imprisonment or execution, and the people had few opportunities to participate in decisionmaking.
