    • Europe and America Must Stand United
    • The so-called letter of eight first ran in the Wall Street Journal on 30 January 2003 under the title "Europe and America Must Stand United." It bore the signatures of five West European and three East European leaders (Václav Havel, Leszek Miller, and Peter Medgyessy). This letter was followed by the letter of ten more East European countries, all of them candidates to join NATO, that expressed even stronger support for the U.S. policy on Iraq.

    • Robert A. Dahl, "A Democratic Dilemma: System Effectiveness versus Citizen Participation," Political Science Quarterly 109 (Spring 1994): 23-34. For instance, Dahl points out that the medieval city-states of Italy were able to offer considerable citizen participation, but fell victim to external aggression. Only larger units such as nation-states were able to offer both security and participation, albeit the latter in a redesigned form, based on parliamentary representation.
