    • The choice of language used to describe the individual is important. The citizen is a political actor who is equal in voting and law and other political aspects of life; the consumer is more of an economic actor and may therefore not be equal to another consumer: we are all effective actors in the market to the extent we have dollars or pounds in our pockets.

    • In the terms of Challis et al., the three 'policy streams' are all aligned in ways that would make reform possible, if not necessarily easy to accomplish: see L. Challis et al., Joint Approaches to Social Policy, Cambridge, Cambridge University Press, 1988.

    • This has been the case in some voucher programmes. Potential educational suppliers are reluctant to enter the educational market when the financial support for their students may be withdrawn at almost any time.
