The audit process has been developed through joint work by the Centre for Democratisation Studies, University of Leeds, and Democratic Audit, Human Rights Centre, Essex, for International IDEA (Institute for Democracy and Electoral Assistance) Stockholm, and for the UK Department for International Development. The International IDEA Handbook on Democracy Assessment (D. Beetham, S. Bracking, I. Kearton and S. Weir, Kluwer Law International, Spring 2002) sets out the new process and assessment methodology in full. In October 1999, Parliamentary Affairs published an account by David Beetham of these developments, 'The Idea of Democratic Audit in Comparative Perspective'.
