6. Strictly speaking this applies to England and Wales only. The 1948 and 1986 acts do not apply in Scotland or Northern Ireland where there is separate equivalent legislation. However, the government has made clear that the review has UK-wide implications and that if necessary follow-up legislation will be introduced in the devolved territories so as to give UK effect to the review outcomes. The devolved administrations will at any rate contribute to any new Westminster legislation through their membership of the Civil Contingencies Committee.
