The Housing Trust was a public agency set up in 1945 to augment the work of the local authorities in housing. The development commissions were created during the 1960s for special projects, for example the Londonderry Commission was created to take over the building of houses in Londonderry (D. Birrell and A. Murie, Policing and Government in Northern Ireland: Lessons of Devolution (Gill and Macmillan, 1980)). This illustrates the point that QUANGOs were alive and well in Northern Ireland under the old Stormont regime, though it is certainly true that their numbers have increased in recent years.
