HAW. CONST, art. XVI, § 2. The Illinois Constitution states that "[m]embership in any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumental thereof, shall be an enforceable contractual relationship, the benefits of which shall not be diminished or impaired." ILL. CONST, art. XIII, § 5. The Michigan Constitution provides: The accrued financial benefits of each pension plan and retirement system of the state and its political subdivisions shall be a contractual obligation thereof which shall not be diminished or impaired thereby. Financial benefits arising on account of service rendered in each fiscal year shall be funded during that year and such funding shall not be used for financing unfunded accrued liabilities. MICH. CONST, art. IX, § 24. Lastly, the New York Constitution states that "[a]fter July first, nineteen hundred forty, membership in any pension or retirement system of the state or of a civil division thereof shall be a contractual relationship, the benefits of which shall not be diminished or impaired." N. Y. CONST, art. V, § 7. Massachusetts, by statute, affords similar protections. MASS. GEN. LAWS ANN. ch. 32, § 25(5) (West 1966) (entitling members in retirement system to contractual rights and benefits that cannot be amended or altered).

The problem is maintaining, at all times, an appropriate level of fluctuating reserves. A system is said to be actuarially sound when it has sufficient reserves such that, at some reasonable future time, benefits due can be paid without new revenues. Weaver v. Evans, 495 P.2d 639, 650 n.1 (Wash. 1972) (Neill, J., dissenting). The concept entails contributions sufficient to cover normal pension cost plus the interest on unfunded accrued liability. Dombrowski v. City of Phila., 245 A.2d 238, 240 n.1 (Pa. 1968). Normal cost represents the annual contribution that must be made to pay benefits for employees' current and future service. Id, Included in this is unfunded liability, an amount needed to provide benefits for service prior to a current year. Id.
