A KPT Central Committee resolution of 20 April 1932 deplored the forcible collectivization of livestock and the rush to form artel' collective farms among nomads. Blaming overly zealous regional party organizers for this error, the Central Committee declared that the looser collective form known as the TOZ (Association for Joint Working of the Land) was more appropriate for nomadic and seminomadic areas.
