Both the 1974 and the 1992 Helsinki Conventions are formally named the Convention on the Protection of the Marine Environment of the Baltic Sea Area. Other Baltic regional environmental and resource-related agreements include the 1962 Agreement on the Protection of the Salmon in the Baltic Sea and the 1973 Convention on Fishing and Conservation of the Living Resources in the Baltic Sea and Belts.

The Council of the Baltic Sea States (CBSS) was established in 1992 by the Foreign Ministers of Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden, and the European Commission. CBSS meets annually and serves a forum for cooperation and coordination among the Baltic states, seeking to achieve a democratic development in the Baltic region, a greater unity between the member countries, and to secure regional economic development. It consists of 11 smaller regions, or Oblasts. Several of these regions such as Leningrad, Pskov, and Kaliningrad are important Baltic pollution areas.
