Originally, the investment adviser provisions were to take effect on April 9, 1997. See 15 U.S.C.A. § 80b-2 note. Congress subsequently postponed the effective date, however, to July 8, 1997. Act of March 31, 1997, Pub. L. No. 105-8, 111 Stat. 15. This was done at the SEC's request in order to give advisers sufficient time to examine the SEC's new rules and consult with counsel, and in order to avoid disruption of state regulatory programs. See SEC Seeks to Extend Effective Date of 1996 Reform Law's Title on Advisers, 29 Sec. Reg. & L. Rep. (BNA) 255 (Feb. 28, 1997).
