The author has argued elsewhere that a crucial factor in this upswing was the reinstatement to his old position of Wang Enmao. Wang, who had been the XUAR's first party secretary before his disgrace at the time of the Cultural Revolution, was criticised by his radical rivals for having pandered to local inlerests. In essence, Wang reinstituted the policies for which he had been cashiered. to stabilise Xinjiang. Even during the period of overt Sino-Soviet friendship in the early 1950s, Beijing (correctly) suspected the USSR of having designs on the area. Many of Xinjiang's minorities looked to the Soviet Union for help against Beijing. The corps's motto was 'a rifle on one shoulder, a shovel on the other.' By the 1980s, with improved Sino-Soviet relations and Deng's introduction of the profit motive into the Chinese economy, P&CC members, were increasingly concerned with the shovel and decreasingly interested in the rifle.
