Another strategy Eve could use is to do homodyne detection at a quadrature angle half-way between phase and amplitude. This fails because the signals become mixed. Thus Eve can tell when both signals are 0 or both are 1 but she cannot tell the difference between 1,0 and 0,1. This again leads to a 25% BER.
