The province of Manitoba recently revised its beverage-container regulations to remove quantitative performance requirements for recycling of single-use aluminum, glass and polyethylene taraphalate (PET) beverage containers. The previous regulation provided for penalties if the targets were not met. Penalties were paid in the first year of the regulation but waived in the second year. Then the regulation was revised to remove both the targets and the penalties. 34. It is interesting to note that the protocol does not use the term "packaging waste." While waste management is mentioned as an urgent and pressing national problem, the protocol only refers to disposal of used packaging in landfills or incinerators. It further notes that the National Task Force on Packaging focused on "the management of packaging."
