    • The medically needy include individuals who meet certain categorical requirements such as being pregnant, having children, or having disabilities, but who do not qualify for cash assistance. The medically needy might also include individuals with very large medical expenses who are forced to use their resources to "spend down" to a level at which they would qualify for Medicaid.
