While the Barlow-Beeston method is used to account for statistical fluctuations in the off-resonance sample, it is imperfect when the statistics of the fit component are smaller than those of the true background component under the signal in the data. In particular, the fit will be biased by bins for which the continuum background is small and for which there was a downward Poisson fluctuation in the off-resonance sample.
