CSIRO (the Commonwealth Scientific and Industrial Research Organisation) replaced the CSIR by Act of Parliament in 1949. The consequential changes in organization and underlying philosophy were bitterly opposed by Sir David Rivett and polarized many of the scientists working in the Council's various laboratories throughout Australia. Some of the more extreme concerns appear, in hindsight, to have been exaggerated, although the changes were deeply resented by many. One of Australia's most senior government scientists, Sir Ian Wark, himself a devoted admirer of Rivett, believed the fears were unfounded and expressed this as a mathematical equation: C.S.I.R.O. = C.S.I.R. + O. The matter is well summarized in Rohan Rivett, op. cit., note 7, pp. 188-212.
