It will be some time, if ever, before the documentary evidence for the Gulf War strategy is released. This comment is therefore based upon (a) the circumstantial evidence of the actual deployment and conduct of the operation on the ground: manifestly it was not winding down at the Kuwaiti border, and (b) conversations with a number of military and diplomatic leaders of the operation, which confirm that impression, and (c) televised testimony of major actors in BBC series 'The Gulf War', January 1996, especially 16 January 1996, 'The Ragged End', and radio interviews with Air Marshall Sir Patrick Hine on 17 January. The domestic resonance in the rescue of Capt. Scott O'Grady was clearly understood by the US forces. This was seen in the manner in which Admiral Leighton Smith engaged himself personally in the dealings with CNN at the moment when the success of the rescue was announced: the Admiral was on air even before the TRAP helicopters were on the deck of USS Kearsarge.
