Theories and models of technological change: Semantics and substance
-
This is related to a more common phenomenon, noted in Roland, A. (1992). 'Theories and Models of technological change: semantics and substance' Science, Technology & Human Values, Vol. 17, pp.79-100: theories of technical development often seem to differ more in semantics than in substance. This is not to deny that theoretical differences may be associated with different concepts, but despite such differences the phenomena described often seem rather similar.

note
-
An addition factor not mentioned in the OECD-study is the embedding in the existing (sociotechnical) infrastructure in the same way that it is stressed, for example, in the technological systems concept.
