This is not to deny that theoretical differences may be associated with different concepts, but despite such differences the phenomena described often seem rather similar.
18. An addition factor not mentioned in the OECD-study is the embedding in the existing (sociotechnical) infrastructure in the same way that it is stressed, for example, in the technological systems concept.
