Measurements at temperatures well above 1 K (not shown in Fig. 2) demonstrate that for BK7 the "plateau" is not completely flat - rather, the internal friction decreases by almost 10% between 0.5 K and 5 K. This indicates that the potential barrier distribution is not as flat as assumed in the tunneling model.
