    • Gerald Kaufman MP (Lab.) complained about the absence of the 25 per cent and 75 per cent points, but this was in the context of a broad-brush attack on the joint committee rather than a claim that he would have voted for one of these points (Hansard, Commons, 4 February 2003, col. 177). Mr Kaufman had been a member of the Royal Commission, which did not propose either 25 per cent or 75 per cent elected. No other Commons speaker took up the point.
