The point about consumer surplus that both Cyrenne and Ross miss is that it is based on the assumption that consumers are rational. Pathological gamblers, like smokers, can hardly be classified as rational. Therefore, consumer surplus is exaggerated by including "pathological" spending on gambling in the estimates.

VLTS were first introduced in rural hotels in Manitoba in 1991, Net revenue from VLTS was $80 million - forty-three per cent of total net gambling revenues - in 1994. VLTS are different from other forms of gambling because, as Robert Goodman points out, they "are constant, quick-action games with a calculated amount of payback to encourage players to continue to spend more money while they are playing" (Goodman, The Luck Business, p. 129), hence their characterization as the "crack cocaine of gambling" and the suspicion that VLTS contribute disproportionately to problem gambling.
