If the laser pulse is long enough and its peak intensity high enough, then the first electron ionizes well before the peak of the pulse has been reached. The second electron, being more tightly bound, ionizes later as the pulse moves closer to peak intensity. By this time, the first electron will generally have moved off to large distances from the ion, so that electron-electron interaction plays no essential role in the second ionization. The two ionizations are said to be independent of each other and sequential in time.
