    • Located in the extreme south of the continent, South Africa is known for its relatively strong industrial base including the fifth largest electricity utility in the world. The Gini coefficient indicates that South Africa is one of the most unequal societies in the world and at least half the population lives in dire poverty, which is rapidly being exacerbated by the HIV/Aids pandemic. Under the circumstances, sustainable development, although a desirable concept, is far from being realised. Since the UN Human Development Report (http://www.undp.org/hdro/HDR2000.html) indices demonstrate that South Africa is generally better off than many of it Sub-Saharan neighbours, it is argued that using the SACSCC report will, if anything, understate the vulnerablity of other African countries.
