33. Council of State decision (861/1997) stresses that in the year 2005 biodegradable waste fractions are not allowed to be landfilled. Furthermore, the waste act 1072/1993 and the amendment in 1998 (Council of State decision in principle) stresses that in the year 2005 70% of waste generated should be reused, recycled or utilised as energy.

35. Decentralisation of biogas production is the main activity in Germany (over 800 plants) as well as the ongoing process in Denmark [34].
36. In Finland the financial support on renewable energy production is not implemented in the full scale. For instance when comparing the situation in Germany, where farmers are paid at the minimum of 0.2 DM per kWh produced electricity [34]. This kind of policy in Finland would further encourage farmers to invest in biogas production.
37. However, it must be stated here that the ongoing process in the EU are setting higher demands for waste incineration, which must be taken into account when designing the overall power plant scenarios. It is estimated that the continuous emission control increases the costs by 0.2 million EURO/year.
38. The presented cost savings in transportation of wastes and treatment costs are calculated by using the present situation 2001. However, especially the treatment costs of wastes will increase considerably within few years, which supports the presented arguments.
