2. Legal or lawful permanent residents (LPRs) are those who have "the status of having been lawfully accorded the privilege of residing permanently in the United States as an immigrant . . . ." Immigration and Naturalization Act (INA) of 1996 §101(a)(20), 8 U.S.C. § 1101(20). In other words, LPRs are those who have green cards and may become United States citizens.
