47. Most merging of municipalities took place in the 1960s and 1970s in several different areas. In urban areas, towns bordering on the city limits were incorporated as cities grew. Certain municipalities disappeared with the wave of migration out of rural areas, basically occurring in mountainous areas. Policy provided incentives for municipalities to merge into small local communities. Policy for merging municipalities was always gradual and was virtually halted with the re-establishment of democracy.

The function of the gobernador civil (prefect) as a coordinator of peripheral administration began to weaken during Franco's dictatorship and, with the exception of security issues, particularly in terms of identifying both manifest and latent social conflicts. What is important is that the prefectures lost their raison d'etre as Spain forged ahead as a nation of regions.
