My argument is based on reports released by the U.S.-based Nike Watch Campaign, Asia Monitor Resource Center (a Hong Kong-based networking center for Asian labor rights NGOs), Taipei-based Taiwan Grass-Roots Women Workers' Center, and Kaohsiung-based Fishermen's Service Center. An interview was also conducted with Eliot S. Cojuangco, labor representative of the Manila Economic and Cultural Office in Taipei, January 12, 2000.

For example in June 1989, a delegation of Taiwanese parliamentarians attempted to stop in Manila on their way to attend the 45th Council Meeting of APPU in Port Moresby (the capital of Papua New Guinea). The PRC forced the Philippine government not to let the delegation use Manila as a transit, however. Thus, the delegation had to leave Manila for Singapore for a transit to Port Moresby.
