The decommodification score is based on three types of welfare expenditures: pensions, sickness, and unemployment. Three elements were central for the compilation of the scores: the prohibitiveness of conditions for eligibility, the strength of built-in disincentives (such as waiting days for cash benefits), and the degree to which benefits approximate normal expected earnings levels. Then, the overall decommodification scores were weighted by the percent of the relevant population covered by the social security program.
