    • Note that tuition increases at Catholic elementary schools have been pointed to as evidence of an "eliting" phenomenon, and average tuition at these schools has risen about 62% since 1989. However, this point does not negate the fact that the elementary schools remain about three times more "accessible" from a tuition standpoint. These calculations are based on data compiled in Robert Kealey, United States Catholic Schools and Their Finances, 1989 (Washington, D.C.: National Catholic Educational Association, 1990); and idem, Balance Sheet for Catholic Elementary Schools: 1997 Income and Expenses, 1998 (Washington, D.C.: National Catholic Educational Association, 1998).
