The State, the Parallel Economy, and the Changing Structure of Patronage Systems
-
Donald Rothchild and Naomi Chazan, eds., Boulder Westview Press
-
Scholars often invoke the literature on patron-client relations to explain the relationship between ruler and ruled. This literature derives typologies to describe different patron-client systems. It does not, therefore, explain why patron-client systems differ, and it does not generate deductive predictions about how these differences affect individual behavior. Principal agent theory focuses explicitly on the rules governing relations between ruler and ruled and allows us to predict the consequences of differing rules. See René Lemarchand, "The State, the Parallel Economy, and the Changing Structure of Patronage Systems," in Donald Rothchild and Naomi Chazan, eds., The Precarious Balance (Boulder Westview Press, 1988), pp. 149-70.

I conducted interviews with the village chief and elders. At the end of these interviews, I asked the chief and elders to name the most successful farmers of the colonial period. From their list, I chose two for analysis. I then interviewed each farmer's successor, followed by any family member or laborer the successor mentioned. Over the course of five months, I conducted nearly one-hundred interviews, ranging in length from fifteen minutes to six hours. Where possible, I complemented my interview data with archival documentation.

Lineage heads also supplied public and private goods to lineage members, including the resolution of intralineage disputes and repayment of members' debts. These relations are less relevant for this analysis because colonial institutions targeted chiefs.

A chieftaincy dispute erupted in Niabley at approximately the same time. Interestingly, the dispute failed to attract citizen interest. Only members of the royal lineage became actively involved. Thus, Niabley's chieftaincy dispute more closely resembled a lineage dispute, an outcome one would expect in the former French colony.

Morgenthau attributes the different compositions of the PDCI and CPP to the existence of French plantation farmers in the Ivory Coast. She contends that the presence of Europeans gave African farmers a target for their anger, inciting their political activism. Ghanaian farmers had no such inspiration. Morgenthau's thesis may explain why Ghana's farmers failed to mobilize, but it does not explain why Ghanaian farmers possessed smaller landholdings than their Ivorian neighbors. Policies favoring European farmers were not extended to Ivorian farmers until the early 1950s, after the SAA had already formed. See Ruth Schachter Morgenthau, Political Parties in French Speaking Africa (Oxford: Clarendon Press, 1964), p. 178.
