Social work underwent a process of transformation during the 1930s. Professionally trained social workers began emphasizing social action and reform rather than casework. The emergence of the rank-and-file movement among these social workers heightened their identification with labor. But, in many local communities, the staffs of social service agencies rarely included professionally trained social workers. Trattner notes that in the 1940s and 1950s, "most social workers again became concerned with casework and technique rather than with the further expansion of public social services and the improvement of living conditions."
