    • One is reminded of the performance contracting (PC) fad of the early Seventies, when dozens of U.S. school systems - including those of such major cities as Detroit, Dallas, San Diego, and Portland, Oregon - jumped on the accountability bandwagon, and the entire state of Virginia contracted with private industry for public school instruction. The bandwagon broke down soon after the failure of an early PC experiment in Texarkana, Arkansas. Dorsett Education Systems, which held the contract and depended heavily on "teaching machines," was caught teaching the test that determined whether the company would make a profit.
