    • The MPLA, arguably the most ethnically diverse of the three movements, includes the Kimbundu-speaking peoples surrounding Luanda, mestiços (ethnically mixed), and educated urbanites. UNITA gains its support largely from the Ovimbundu of the piano alto in central Angola. The third movement (whose political significance has declined) is Frente Nacional de Libertação de Angola (FNLA), centred on the Bakongo of northern Angola and southern Zaire. The smallest and most regional liberation movement, the Frente de Libertação do Enclave de Cabinda (FLEC), seeks independence for the oil rich region of Cabinda.

    • In 1997 rumours circulated in Luanda that the government had been involved in a failed coup attempt against the Chiluba regime. While Angolan officials freely admitted Angola's involvement in other nefarious activities in the two Congos, they claimed genuine surprise at the coup attempt in Zambia. More recently, however, Luanda did mount a clumsy effort to blow up certain targets in Lusaka and reportedly had a plan to launch direct military action against Zambia until it was dissuaded by the United States.

    • When public opinion indicated that Angolans believed the international community had failed in its commitments, the government asked the United Nations to withdraw MONUA and the new special representative to the secretary general, Isak Dialo, at the end of February 1999. More recently, the United Nations has been authorized to open a small office in Angola to serve as a liaison between government and rebel authorities in an effort to restore peace.

    • Observers maintain that UNITA is also unlikely to target the oil companies or their installations because it would need their expertise if it ever ousts the MPLA from Luanda. The same is not true for diamonds, however. The mining of high quality alluvial diamonds does not necessarily require high technology and, indeed, diamonds are often extracted by UNITA or by local freelance miners called garimpeiros. Consequently, when the opportunity arises, diamond mines have been attacked.
