(Washington, D.C.: CQ Press, 1996), pp. 452-455, indicates that Brennan supported the federal government in 67.0 percent of his votes, and Marshall supported the federal government in 67.5 percent of his votes Through July 1995, David Souter, Brennan's replacement, supported the federal government in 50.0 percent of his votes, and Clarence Thomas, Marshall's replacement, supported the federal government 45.8 percent of his votes. Also, at the end of the 1992 term, Byron White, who supported the federal government in 67.0 percent of his votes, retired and was, replaced by Ruth Ginsburg, who through July 1995 supported the federal government in 41.7 percent of her vote.
