Only doping at A sites can improve the properties by changing the spontaneous polarization as well as changing the dielectric coefficient, [see, X. Shen, J. Zhao, S. Zhang, and H. Chen, Proc. SPIE, 3793 (1999)]. A sites are in the four or five-fold rings. When A sites are fully filled, it is difficult to dope other kind of ions. But when most of A sites are unoccupied, the structure becomes unstable so that the crystal is easy to be broken. Therefore, A is usually selected to be 1.1. See Refs. 13 and 16 for details.
