Smith, 392 U.S. 309 (1968), and Lewis v. Martin, 397 U.S. 552 (1970), the Court voided man-in-the-house rules, which had prohibited mothers from receiving benefits if they were cohabiting with a man. In addition, Goldberg v. Kelly, 397 U.S. 254 (1970), guaranteed recipients the right to appeal welfare agency decisions that involved a change in their benefit levels.
