    • It is true that investments in primary education have not to date produced the anticipated growth dividend, at least not as conventionally measured. The biggest obvious dividend for Kerala has simply been the return on the export of labor, much of which has in fact been captured by the national economy. A case can be made that the failure to translate increased human capital in economic capital is tied to Kerala's status as a sub-national state and the mobility of skilled labor within the national economy.
